Groups of people advocating the rights of homeless people criticized the latest move of the New York government to enforce a law requiring homeless citizens to pay rent in order to stay at shelters.
According to advocates of homeless people, the decisions is "misguided" and "absurd."
However, enforcing officials were quick to argue that their hands are tied and that they were told to enforce the 1997 law.
